Business Plan for a PTA – Awarding the service

In the framework of EPTA project ALOT is developing 2 different feasibility studies.

01. Multi Modal Transport Agencies in Brescia, Bergamo, Mantova and Cremona

The aim of this FS is to firstly review European good practices for studying and understanding the basic elements to create a business plan of a PTA, including organizational model, social mission, cost structure. Furthermore, the FS will assess the economic and institutional feasibility of a model of PTA which could be replicated and be part of the guidelines for decision-makers.

The main objectives are:

– a preliminary analysis of the activities performed by PTAs, that constitute best practices compared with the so-called “Pyramid of assets” that EPTA partnership has identified for the Agency;

– a study of some elements that could be used in the subsequent preparation of business plans such as corporate structure, employed human resources and funding arrangements.

02. Defining the best model of PTAs tendering/awarding procedures in East Lombardy

The Provinces of ALOT are in charge of managing the tenders for Public Transport Services and of awarding and controlling the bus services operated.

At present, all the Provinces awarded the services and subscribed the respective Service Contracts with PT Operators. The contracts awarded in Brescia, Bergamo and Cremona were renewed and extended until 2013 (the only exception is the contract awarded in Mantua which was renewed until 2016), when PTAs are supposed to be established, leading to the need of new tenders and contracts managed by the new-born PTAs.

The main objective of the study is to define the best PT service awarding model in function of the different territories. The study will:

– investigate which are the general aspects that can define a good awarding model for the ALOT territory;

– define the main elements to be included in the documentation of the tender, such as qualitative and quantitative aspects and standards of the service, evaluation system of the bids, tariffs system, monitoring system of the Contract, information to users, etc.
