RER

The Emilia-Romagna Region is divided into 9 provinces: Piacenza, Parma, Modena, Reggio Emilia, Bologna, Ferrara, Ravenna, Forlì-Cesena, Rimini.

In order to reduce traffic air pollution, RER allocates incentives to local public transport (LPT) either by contributing to the bus fleet renewal or supporting researches, meetings and agreements. For this purpose RER works together with national and regional research institutes such as Enea, Cnr, Arpa, etc., with the Ministry of Infrastructures and Transport, local authorities, local mobility agencies and LTP regional companies.

RER strategy aims on one side at progressively creating local public transport fleets made up of eco-compatible vehicles, and on the other side at supporting modal shift towards sustainable mobility and traffic decongestion. According to the national Law, the Emilia-Romagna regional Government has competence for the regional mobility budget, former national roads, the Road Safety Observatory, regional rails and railways services, urban and suburban public transport, urban sustainable mobility and logistics.

RER is responsible for regional railway service regulations and investments, local public transport, urban mobility funding and implementation monitoring in relationship to service quality, environment, safety and traffic congestion. RER is also responsible for urban mobility, specifically for car fee-parks, cycle lanes, restricted traffic areas and the implementation of sustainable mobility measures. RER is member of Federmobilità (the Italian association of regions and cities chaired by the Emilia-Romagna’s Transport Councillor Alfredo Peri). For the second mandate in 2008 it has been elected member of the Management Group of Polis (the European association of regions and cities). RER is interested to join this consortium in order to compare its mobility and transport governance system on a European level to see how it is possible to improve it.

Mobility and Transport Councillorship’s Competences

The regional Mobility and Transport Councillorship is competent for:

  • Planning of the infrastructural network and of the road, railway, port, water, air, inter-port, and bus communication systems;
  • Planning of regional and local mobility systems;
  • Freight and people mobility services
  • Improvement of the urban mobility
  • Regional Observatory for Road Safety and Education

Emilia-Romagna is responsible, by national law, for defining the “Regional Integrated Transport Plan” (PRIT) and the regional and local intermodal transport services development guidelines.

PRIT sets priorities in railway and road investments, and guidelines for their implementation. PRIT is updated every 10 years.

Regional Mobility Planning Tools

  • Three-year Policy Course Act on regional public transport planning and management: it is proposed by the regional Government to the approval of  the Regional Legislative Assembly and indicates the goals and  the actions for the mobility development.
  • Three-years Agreement on the Minimum Service: it is approved by the Regional Government to allocate the funds foreseen for urban and suburban bus services  to the different  traffic basins.
  • One-year Agreements on Air Quality: they are signed since 2002 by the Regional Government together with Provinces and Municipalities in order to implement measures aimed at air pollution mitigation.
  •  Three-years Sustainable Mobility and Minimum (Urban and Suburban) Bus Services: they are signed by Region, Local Authorities (Provinces and Municipalities) and Local Mobility Agencies, are approved by the Regional Government to plan both the investments on sustainable mobility in the main urban areas, and the regional resources for the minimum service.
